Long Term Objectives

1) To meet the needs of children and young people with ASD locally through reshaping services, enhancing provision and filling gaps. To increase capacity of services for children and young people with ASD and enable pupils to have their needs met.

Success Criteria:

• Implementation of the LA Autism Review 9 key recommendations.
• Zero permanent exclusions for pupils with ASD.
• Reduction in fixed term exclusions and reduction in managed moves.
• Increasing parental confidence in mainstream settings.
• Developing an ‘early warning response’ for pupils with ASD who are at risk of placement breakdown
• Create shared CPD approach for settings to share good practice using strategic funding to enhance expertise across DSPL2. Staff up skilled to support pupils with ASD.

2) To meet the needs of children and young people with SEMH (Social, Emotional and Mental Health) locally through reshaping services, enhancing provision and filling gaps. To review Primary Behaviour support across Stevenage.

Success Criteria:

• Increased full time attendance for these children.
• Reduction in exclusions (fixed and permanent)
• Reduction in managed moves (unsupported)
• Increased % settings Herts Steps trained.
• Reduction % children educated outside DSPL 2 with BESD.

3) To meet the needs of children and young people with SLCN (Speech, Language and Communication Needs) locally through reshaping services, enhancing provision and filling gaps. To increase capacity of services for pupils with SLCN needs and enable them to have their needs met.

Success Criteria:

• Actively engage and access specialist provision already within DSPL2.
• Early identification and intervention locally.
• Support families.
• Settings have increased knowledge/skills and capacity to provide high quality provision.
• Create shared CPD approach for settings to share good practice using the strategic funding to enhance expertise across DSPL2.
• Speech & Language bases to develop outreach provision.

4) To meet the needs of children and young people with SEND locally through reshaping services, enhancing provision and filling gaps. To increase capacity of services and enable pupils to have their needs met. To support pupils with SEND to transition into different stages of their education smoothly.

Success Criteria:

• Develop the role of transition workers across Stevenage.
• Supported transition in key ages
• Increased confidence of staff to support vulnerable pupils.
• Increased awareness of Attachment theory.
• Necessary intervention to support pupils with SEMH.
