Countywide Action Plan for DSPL areas:
1.1) The tiered approach to behaviour will be developed in each DSPL area.
1.2) New commissioning arrangmenents will be developed in each DSPL area.
1.3) Each DSPL area will ensure that a clear entitlement pathway is created for those children who experience behaviour difficulties in schools and settings.
1.4) Each DSPL area will ensure that suitable full time provision is created for those children who are permanently excluded from school.
1.5) A high needs behaviour support service will be commissioned in each DSPL area.
1.6) A review of secondary behaviour support/ alternative Provision capacity and allocation arrangements will be carried out in each DSPL area.
1.7) Hertfordshire Steps will continue to be rolled out across each DSPL area as Hertfordshires preferred approach to behaviour management in schools and settings.
Long Term strategic planning, such as reshaping services, enhancing provision and filling gaps
Engagement from all settings in DSPL 2. Increase engagement from all stakeholders.
To increase engagement from Early Years and FE settings. Continue to increase stakeholder network and begin to increase engagement from all Early Years settings and FE settings across DSPL 2. To liaise with the Children’s Centres to increase the invovlement of settings In DSPL. Liaise with the Children’s centres. Attend the Early Years networks to inform Early Years settings about DSPL 2 developments. Begin to build up a network of FE stakeholders. To gain email contacts for these.

• Increased skills and confidence of staff Children and Young People have access to high quality services and provision that meets their needs. Schools, early years settings, colleges, services, families, other partners and the Local Authority work together to ensure that children and young people make good progress and achieve the best possible outcomes and are prepared for adulthood.

Feedback from members of various groups such as DSPL 2 SENCO Forums, CPD meetings. Make best use of local resources and build capacity.
SENCo meetings, ASD leads meetings- refreshments and photocopies – £500 per year
Short Term projects/ local initiatives, such as training, communication and support for parents
• DSPL and SEND Lead management – Stationary, Printing and Photocopying: £700, publicity/ Marketing – £400, DSPL managers phone – £400, Travel – £500,  MISC & contingency – £200. • This will support the development of local SEND initiatives that emerge from the SEND workstreams and strategy. The DSPL wil engage stakeholders and work in partnership and collaboration. • This will enable to DSPL manager and SEND lead to deliver the functions and outcomes in the plan. This funding will ensure that DSPL 2 is able to deliver short term projects and initiatives and training activities for all stakeholders as well as to ensure communication with all stakeholders.
• DSPL lead school costs – Travel and Expenses £250, Headteacher of lead school involvement – £3500. • Both the DSPL manager and Headteacher will be able to network with other DSPL areas, looking at and responding to local need, whilst ensuring that all of the projects adhere to the SEND strategy (2018-2023). • Both the DSPL manager and lead Headteacher will be able to attend DSPL and SEND lead meetings. DSPL manager will be fully informed about recent developments and will be able to inform other stakeholders.
• Maintaining the website – £2000 per year. • A highly informative website where all stakeholders are well informed. A website that schools can find referral forms as well as information on the Tier 2 service. Eventually, a website that is a clear triage service for schools and professionals. • Update website regularly for all stakeholders. Update the Behaviour service section of the website. Ensure the local offer is kept informed about any training and events taking place.
• DSPL 2 Conference – £4000. • An annual DSPL 2 conference that meets local need, but still references the SEND strategy. Consider a mental health conference as well as a conference for parents. Offer a conferecne through the NESSIE project. • Stakeholders (all DSPL 2 primary and secondary settings) invited to an annual DSPL 2 conference that meets local need.
